Project Background
National Gas & Oil Cooperative (NGO) is proposing to construct a 12-inch diameter, high pressure, steel natural gas pipeline and meter station for the proposed Clover Valley Pipeline Project (the “Project”) near New Albany, Licking County, Ohio. The proposed distribution class, natural gas pipeline is approximately 26,059 feet (4.94 miles) in length and will be designed and tested for a Maximum Allowable Operating Pressure (“MAOP”) of 540 psig. The Project will provide natural gas service to a proposed power plant and future expansion of NGO's distribution system in the area. NGO will also be constructing a temporary laydown yard which consists of approximately 2 acres of current agricultural land and will include a temporary access road collocated with the terminus of Harrison Road recently constructed on the east side of Clover Valley Road. An application requesting a certificate to construct the laydown yard and access road will be filed with OPSB in a separate docket (Case No. 25-443-GA-BNR).
The 12-inch natural gas main will be installed within private easements and road right-of-way (ROW) starting at the existing TC Energy Tap along Duncan Plains Road and head southeast before crossing U.S. 62 and paralleling Clover Valley Road before terminating at the proposed meter station located at the intersection of Jug Street and Clover Valley Road. Approximately 18,811 feet of pipeline is proposed to be installed in private easements and 7,248 feet of pipeline is proposed to be installed within road ROW. Horizontal directional drilling (HDD) and traditional bores of approximately 3,334 feet are planned at each public road crossing and to avoid wetlands, streams, and forested areas, as much as practicable while meeting the Project need.
This Project meets the requirements of the Letter of Notification as it falls under Ohio Administrative Code 4906-1-01 Appendix B (1) which states “New construction, extension, relocation, upgrade, or replacement… of gas pipeline or pipeline segments, as follows: …(b) Pipeline or pipeline segments greater than one mile in length but not greater than five miles in length”.
Project Need & Key Benefits
- Enable NGO to bolster the local gas distribution system to meet the increased demand in Licking County and surrounding areas.
- Provides a redundant supply to a large portion of NGO’s distribution system to assist in providing safe and reliable natural gas to all of its members.
- The project will provide gas service to a power generation facility in New Albany, Ohio.
