Licking County Pipeline: Construction & Timeline

Construction Overview

If approved, construction of the Licking County Pipeline is expected to take approximately 12 to 14 months. Construction will generally take place between 7:00 AM and 6:00 PM, subject to weather conditions and any local requirements.

Our goals during construction are to:

Work safely every day
Minimize impacts to members, neighbors and local roads
Communicate clearly before and during construction activities
Restore disturbed areas as promptly as possible

Construction typically proceeds in stages:

Surveying & Staking – Crews identify and mark the right-of-way, workspaces and environmental features.
Clearing & Grading – Vegetation and obstacles are cleared from the construction corridor and work areas are prepared.
Stringing & Welding – Sections of pipe are delivered, laid out along the route, welded together and inspected.
Trenching & Lowering-In – Trenches are excavated, pipe is carefully lowered into place, and the trench is backfilled.
Testing – The pipeline is pressure-tested in accordance with federal standards before being placed in service.
Restoration – Disturbed areas are graded, topsoil is restored where applicable, and seed or other stabilization measures are applied.

At road crossings, railroads and some waterways, we may use trenchless installation methods to minimize surface disturbance.

To build and maintain a 24-inch pipeline safely, we expect to use:

A temporary construction right-of-way that may be approximately 50–100 feet wide, depending on local conditions.
A permanent easement that is narrower, designed to provide space for safe operation, maintenance and emergency access.

The specific width on each property will be documented in individual easement agreements.

Neighbors and travelers near the right-of-way may notice:

Increased truck and equipment traffic
Temporary changes to traffic patterns or short-term road closures
Construction noise during regular working hours
Temporary impacts to driveways and field entrances

We will coordinate with local officials, law enforcement and emergency responders to manage traffic and access as safely as possible. Landowners will receive advance communication about activities on their property.

Following construction, we will:

Contour and grade disturbed areas to promote proper drainage.
Restore topsoil where applicable.
Seed or otherwise stabilize disturbed areas to control erosion.
Work with landowners to address site-specific restoration items within the terms of the easement agreement.

Our goal is to maintain the right-of-way in a stable condition that is compatible with safe and ongoing land use.
